According to my user manual, "...When the engine is at normal running temperature, the fluid level should be between the HOT and COLD marks. If the level is checked when the engine is cold, the level should be between the COLD and the ADD marks. Top up power steering fluid. Never start the engine with the fluid reservoir filler off as the fluid might then gush out of the reservoir under pressure."
The above leaves it unclear how one checks the fluid level when the engine is at normal running temperature. (Would not the reservoir be under pressure while the engine is running, and perhaps for some time after it is shut off, not just when it is started?)
The same manual specifies "GM steering fluid (Texaco TL 4634)". I think the Saab P/N is 99 85 010. I don't recall ever buying either of these, so I probably used whatever was on the auto parts store shelf. I hope that was/is OK.
