That device is the oil level sender. It measures oil level at startup, and gives you a 'low oil level' indication. It only works at startup.
Most of the time the leak is due to the "O" ring getting old. A small percentage of the time the sender itself is what's leaking.
You can go to a dealer and buy just the "O" ring. They'll try and sell you an entire sender, but the O ring is available by itself. You don't need the part number - they can look it up. It'll run $3- $5.
The other method is to drain the oil, pull out the sender, and borrow a car/bum a ride to an autoparts store. Just about every autoparts store has a big box of O rings, and they'll match a new one up with the old one and the sender. It'll cost you about 50 cents. The part number does you no good because it'll be a Saab part number, and no autparts store in the world cross-references Saab oil level O ring part numbers.
