Mr. Williams said it well. The main seal is where the power from the engine comes into the transmission. A leak there allows fluid to flow out of the transmission and onto the ground.
The govenor seals are entirely inside the transmission. The transmission uses fluid pressure differences to decide when to shift, and to move the shifting mechansims. If the govenor seals leak, internal pressures are off in the govenor system. The result is not fluid on the ground, but the transmission tends to shift up way too early.
If the tranny is shifting fine, but just leaks, then it really depends on how fast it's leaking, and how much the leak bothers you. If you're one that can't stand an oil stain on the ground, then get it fixed. But I tend to feed leaks, because it's cheaper. If you need to top off the tranny once a month, it'll be cheaper just to add fluid. The only real issue with a leak is to make sure the level never drops too low. If this means adding a little fluid once and a while, that's fine. What you don't want is a situation where if you don't remember to check the fluid, or it's leaking so fast that if you don't do it every day you run the tranny low and burn it up.
My engine leaks oil - it'll leave a spot after sitting. But the leak is so minimal that I don't need to add oil between oil changes. I'm not going to chase down a leak that minor. But if I had to check the oil every 300 miles or risk burning up the engine, I'd fix that leak right away. Somewhere in the middle is the fuzzy decision of when to fix it.
