I have a 93 CS and had the same problem. The front drains dump into the "aquarium" right by the windshied pillars. You have to take the aquarium cover off and reach under the cowel right under the windshield on the right and left side.

The passenger one requires removing the cruise control air pump to reach. To do that pull the plug connector out, remove the vacuum line and then just pull straight up. It's mounted on rubber bushings which will pop in and out easily.

If you bend down low and shine a flashlight up under the cowling towards each pillar, you'll see the black drain hose sticking down with a nipple type thing on the end. This nipple is essentially an elongated cap with slits in it to allow the water to drain out. The slits trap a lot of debris and clog up. Just pull the cap off and clean it out. I'm not sure why they put them on because the seem to restrict water flow.

The rears under the back of the car on near each wheel well. They're very easy to see and will be obvious when you look. On mine, the previous owner removed those nipple things on the rear completely.
