the sad state of used car dealerships

Today I went out with my wife to look at cars. Her Chrysler Lebaron makes plenty of creaking sounds and the advent of 0.0% financing made us curious. (what idiot decided to write 0.0? doesn't 0 get the message across?)
I was really surprised at the crappiness of the used cars we saw. I expected that for ~$10,000 you could get a decent car that didn't make to much noise. Apparently that's not that case. The saturn wagon we test drove was mediocre, and the suzuki wagon that the salesman pushed us to testdrive was a complete joke. I was genuinely surprised when the steering wheel started shaking at 50 mph. What a piece of trash! (buy today for $8499 - that's stupid too, isn't it easier for everyone it the price is 8500?)
Is it possible to buy a used Saab for this price with under 100K on the clock? My only experience thus far is the $400 beauty that has spent the summer living in my garage.
The odd thing about car shopping with my wife is that she doesn't care at all about acceleration or power - all she wants is something safe that will get her to work through the winter.
So any suggestions on relatively new, relatively inexpensive cars that can go 90mph (which means they can do 75 without sweating), carry a washing machine, door, or mulch, and be cheap to fix?
