The crank angle sensor is a Hall effect sensor (works with a magnetic pickup) located on the oil pump cover that detects a slot in the harmonic balancer. The slot is in a circular piece of metal that is called the field rotor. The result is that when the slot goes by the crank sensor it generates a pulse. There are 3 slots, two large and one small. One large slot indicates pistons 1 & 4 are top, and the other slot indicates pistons 2 & 3 are top. The small slot is before the 1 & 4 slot, so that the DI/APC or Trionic (I assume) can figure out which one is which. I don't believe that pre-DI/APC cars had a sensor, because the distributor did a pretty good job mechanically of figuring out which spark plug to fire.
Generally, if the tachometer moves when you are cranking, the crank angle sensor must be generating at least some signal. If the spark plugs are firing and the car has a DI/APC, then the crank angle sensor is surely working. If you have a distributor and are getting spark, check the plugs to see if they have any gasoline on them. If not you'll have to figure out why your injectors aren't injecting.
