Fuel relay chatter at idle

1989 9000 Turbo, fuel relay starts to buzz when car is at idle. At 1100 Rpm and above it stops. Car runs very well otherwise. Buzz driving me batty. Pulled glove box and fuse/relay assembly. Driving around like this with alligator clip to ground relay after engine running. Pressure switch in series OK, relay gets +12 solid at all times, but pull down from ACM module which is supposed to activate relay measures about 4v at idle and pulls down to 1.1 v at higher speeds. Pulldown is proposrtional to engine speed, and at idle, isn't enough so relay buzzes. The question is, is this pulldown supposed to be a solid electronic switch, or is it supposed to be proportional to rpm, and something else is wrong? If the ACM model has a bad fuel relay (pin 17) output, then is module (expensive) the problem. If however the ACM is trying to shutdown the fuel relay because of other sensor inputs, then I am at a loss as to the problem. I am half tempted to just "hot wire" the relay to the igntion relay, but I guess the ACM is supposed to shutdown the fuel pump in fault condition (overboost, wreck, etc).
Anyone ever see anything like this?? My local SAAB guys are baffeled...
