I have the same symptom on my '96 Aero. Loads of boost (1.1-1.2 bar), but not the acceleration any more. Spool-up is also slow.
My car almost failed the emissions test due to a lean mixture, and I suspect this is the cause of the problem, but I haven't found a solution yet. It also shows an occasional misfire when running at 3000RPM, no load (i.e. with no gear selected), which I noticed during the emissions test. I'm assuming this is related. Does yours do this?
So far, I have changed the O2 sensor and measured the fuel pressure, which was exactly 3.0 bar. I also changed the fuel filter, since I had one anyway. The next step, when I get time, will be to hook up a meter to the O2 sensor to see whether the sensor thinks the mixture is OK. DI cassette has been checked by the dealer and spark plugs replaced, also by the dealer.
One strange thing, though: I recently had the turbo off to remove a damaged stud and the battery went flat in the week that I had it dismantled. When I put it back together, charged the battery and performed an adaptation run, it seemed that all the power and torque had returned. However, in diagnosing the battery problem, I disconnected the battery, reconnected it and did another adaptation run. Now the car is gutless again. Unfortunately, I didn't try the 3000RPM thing while it was running well.
I'd be intrigued to hear any ideas from anyone.
