When you first start the car, two things happen that turn the ABS light on. The ABS system runs through a self test - the light stays on until the test is run. This doesn't take very long. The other thing is that as long as the ABS pressure is low, the ABS AND the Brake Fluid lights will be ON. Once the ABS pump gets the system up to pressure, the two lights go out. Usually the ABS light stays on for just a little longer, as I think it's running one less self-test with the pressure up.
If just the ABS light is on, it means that something failed in the ABS self-test. You will have normal braking, just no ABS. If the light is on, all ABS functions are disabled.
At startup, the ABS system measures the resistance of each sensor. If any one sensor measures significantly different from the other three, the ABS flags it as a fault and turns on the light. My guess is that one sensor is right on the hairy edge of that threshold. Sometimes it's just far enough out to trip the fault; other times it's just inside the limit and you get no fault.
There are a bunch of other possible faults, but they all require the wheels to be turning. If the light stays on from a start and you haven't moved the car yet, I'll have to go with the resistance measurement test.
As a first step, clean all the ABS sensor connectors. There are no connectors at the wheels - the sensors have cables that run up into the engine compartment/aquarium area. Just clean the contacts on the connectors - sometimes just unplugging and plugging them back in a few times is enough. Don't forget to do the same with the connector on the ABS controller box. If that doesn't do it, it may be a sensor on the way out. To find that out you can have a dealer read out the ABS code, and that code will tell you which sensor it is.
I'd clean up the connectors - I'll bet that does the trick.
