My '95 Aero's solenoid was flakey when I took delivery in '99, and I put on a used spare I had lying around that I bought from English-Swedish for $40 years before. I has worked perfectly since (2½ years), so I'd recommend that route if you're sure your's is truly shot. Just make sure they give you at least a DOA warranty. This beats the new price of $215 from Saab, though you could probably find it discounted in selected places for $150 or so.
I'm not sure about the proper electrical readings, but unless it is electrically defunct you might try the penetrant/lubricant trick before buying a used one. That is, spray some Liquid Wrench with Teflon, or similar, into the vacuum ports and sling out the excess. WD-40 may not be a good choice for this as it isn't a lubricant. I've revived one permanently this way (on my '91), but another (the one on this Aero) would only work for a week at a time.
