The electronic serial number (ESN) of your phone is what the cellular system is looking for when you make or receive a call. It is "illegal" according to the FCC to have the same account used for 2 different ESN numbers although there are people who will do so for you. I have someone here in Tucson who does it as long as you can prove that the account is yours. What the gov't is primarily trying to prevent is the cloning of phones - where I find out what your ESN is and then program my phone to the same ESN which means that you pay for my calls.
