The O2 sensor swings between about 0.2 volts (rich) to 0.8 or 0.9 volts (lean). You should never see a voltage above 1.0 volts.
Ideally, around 0.5 is the perfect stochiometric ratio. But life is more complex than that. Actually, the fuel control varies the mixture back and forth between slightly rich and slightly lean. This back-and-forth happens around once or twice a second. Chances are your voltmeter samples the voltage once a second or so, so you don't see this variation. But you would see it with an oscilloscope. This variation is required to make the 3-way catalytic converter work properly.
If you see around 0.4 to 0.5, you're doing fine. With voltages this low, little things like where you place the ground lead can add or subtract 0.1 volts or more, depending on what electrical loads are on.
You'll see big swings in the O2 voltage if you stomp the gas (fuel enrichment). But your car is fine.
