96 cse no boost???

Lost my boost. Disconnected my wastegate hose, W, without any difference. I thought if I disconnect that line it would enable my turbo to spool. I've heard of the BCV, Boost Control Valve, the 3 prong plastic thing on the radiator, may be the culprit but I am not sure. I thought it may be a stuck open wastegate. Or even worse, bad APC. Well can someone give me an idea and if I need parts. I am here in the D.C.area. Well thanks for you input.
I really hate not having my turbo. By the way there were no warning signs of failure.
