My 92 9KT was doing that, it was the hooter valve{ turbo by pass vlv} Take the small line off the controller located just foward of the batt. Follow the lines, there are 3, you want the one that goes to the valve located at the turbo outlet. Suck on the line, if it doesn't hold vacumn, the valve is shot.
