The ECU is located between the false bulkhead and the firewall on the drivers side. Remove the cover and you'll see it immediately. Swapping it out is a 5 minute job at most. I'd recommend disconnecting the battery just to be sure you don't accidentally short something out in the process.
If you are upgrading to full pressure turbo (FPT), you'll also need a boost pressure control (BPC aka APC) valve w/hoses and mounting bracket. Plan on another 20 minutes to install this. That's all it takes. I used an ECU from a '96 CSE in my '97 CS when I upgraded and it gave me a check engine light which may or may not be caused by the ECU (I hope to get around to troubleshooting the code I pulled this weekend). Many have upgraded using the ECU from a year that matched their car without problems, so I'd recommend that if possible . . .
