Sounds as if everything is normal. The needle will rest at the junction between the white and orange sections because manifold pressure is at normal atmospheric pressure. When the engine is lightly loaded (say at idle or when you are off the throttle during braking) the needle moves left, because the pressure is less than atmospheric pressure, just as it would be in a carburetted or fuel-injection car with no turbo.
When you hit the accelerator, pressure builds and the needle will come back into the orange area and perhaps the red, depending on what engine you have and how much boost you are getting.
VDO makes good gauges, and Saab used to sell (perhaps still do) a panel which will fit the DIN slot below the radio/ashtray to hold three 2"/52mm gauges.
