bad boost 87 9kt (longish)

Hi,
I searched past messages for the weird boost problem I have with my 87 9kt, 425 K (265k miles). The car has almost completely lost its boost, even though the gauge moves nicely up to the beginning of the red field. All you feel is some slight boost when it hits the beginning of the red field, but the car is still really sluggish.
So far I have tried/ changed the following:
- running on 94 octane (available here in BC)
- NGK plugs, correctly gapped
- new cap, wires, rotor
- replaced all vacuum lines (including the ones to the evaporative canister)
- replaced turbo bypass-valve (hooter valve)
- replaced APC solenoid with used one
- replaced APC computer with known good one
- changed over air mass meter with same type
- replaced turbo with rebuilt one (by previous owner, with documents)
- had the timing and wastegate adjustment checked by mechanic
The only thing that seems to have made a slight difference are the new plugs. I'm really at loss what to do here. The mechanic suggested a tired clutch (clutch is old) or a tired engine (but doesn't burn any oil, no smoke, starts up easily, idles well). I don't want to throw this car away (tech's suggestion)!
I'm really looking for suggestions here. Help, my much loved Saab has lost its sparkle!
TIA
Martin Blum
