According to the Saab elect. manual (unfortunately 1986) , the flasher unit is the same one as the turn signals .If your turn signals work OK it cannot be that .However there are 2 fuses feeding the Hazard switch :Fuse 12 goes to pin 15 of the hazard switch and is for the turn signals on USA market cars . Fuse 22 , for the hazard lights , feeds pin 30 at the hazard switch and leaves the switch (when pushed on} on pin 49 going to the flasher relay (also pin 49) . When the hazard warning light is not on , pin 15 is connected to pin 49 so the turn signals use the same circuit as the hazard lights from this point on .
If the turn signals are OK , the trouble must be between fuse 22 and the hazard switch itself.
