I believe a '93 CSE will have traction control, and this sounds very like the traction control "limp-home" mode. The TCS controls the throttle electronically and if it detects a problem fails safe and stops driving the throttle (quite sensibly, too). There is a backup cable, but it requires a lot of pedal travel to pick it up (the pedal will be near the floor) and the pedal will be very heavy once there. It will also be quite sensitive because the entire throttle control is accomplished through a short distance at the bottom of the pedal travel. The car will hardly idle at all, and will require constant pressure on the throttle to keep it running.

It does require some effort to drive the car like this, but highway driving will be much easier than town driving and he could probably "limp home" (I assume it wouldn't be 300 miles through town). Boost will be limited, so he won't have to control the entire 200HP under these conditions. I had this happen on my '90 CD and it was a bit of a pain to drive through traffic, but on the open road it was usable to get me home.

Could save you a trip if you aren't already on your way.
