You are right, the temp should definitely come down and come down quickly when the fan operates at high speed. Check the fan operation to confirm that it comes on at low speed, then at a higher temp at high speed. You can do this by grounding the two ternminals on the thermoswitch, first the low speed, then the high speed. Make sure the fan is running at low speed before you ground the high speed, or you will likely blow the fuse.

If the fan operation looks OK, then you can start suspecting other areas of the system, I would start with the thermostat and the radiator as the most likely culprits for the poor cooling rate. If you have any doubts as to what type of thermostat was used when it was replaced, get a new one from townsendimports.com- it's an easy DIY job. The opening temp of the thermostat should be right on the parts box.

Personally, I have learned to avoid local auto parts stores for Saab-specific parts. I have gotten much better service from Saabnet sponsors that are knowledgeable about Saab parts and always have the parts in stock. Just my opinion.
