Usually the idea is to stick to a "Saab" t-stat, aka Waxstat, made in England. As far as I know it is the only 3 stage stat. Others are usually only 2 stage meaning full open or full closed. The outside temp shouldn't really matter if you're ACC is working properly, along with your cabin temp sensor, and you leave it at a certain setting.
Sometimes the temp guage, usually located under the front bumper slightly left of center, can get a false reading if too much engine heat radiates that direction. Once you started driving, it realized the temp was incorrect and displayed the updated temp. It shouldn't affect your ACC that I'm aware of.
I put an 88 degree (for winter) Wahler t-stat in my '91 turbo and it seems to make my temp guage fluctuate too much for my taste. It gets warm quickly then cools quickly, but I always have heat when I want it. Some people have experienced little or no heat with "other" t-stats just because of way they operate when the engine gets warm. That's where the 3 stage is nice with a partially open setting. I'm switching back to a Waxstat. $15 from the dealer or less from a site sponsor. Make sure you ask for it by name.
