Some time back, ~ 2 yrs, there was a study on various bulbs. The Xenon and blue spectrum bulbs were shown to actually be worse than regular bulbs. The best visibility, especially in rain and foggy conditions were a more yellow spectrum.
Further, the Xenon has been shown to blind certain people, a significant % of 5-10%. This obviously makes life difficult for them, and perhaps the owner of Xenon if the opposing driver loses control.
I bought Phillips "weatherbeaters", or some such name. They are a yellower spectrum in headlights, and were well rated by testing agencies. They are reasonably priced at under $10 each, and have worked well for me.
