My CSE has 19mm anti-roll bars - actually 20.4mm on the front, but that's micrometer gauge syndrome for you. I fitted Abbott poly bushes to the rear bar and the handling was inproved considerably, with increased "chuckability" from (relatively) more oversteer. I then fitted poly bushes to the front, and the handling is much more boring, to the extent that I'm considering taking them off.
Your 25mm bar will be considerably stiffer than the 19mm one so if I were you, I would do the bar first, and see what you've got. You might find you need stiffer bars both ends and poly bushes at the back. However, I imagine that the stiffer the bar, the less difference the bush makes - or is it the more difference? Would be very interested to know what happens.
