bummer! I think it's just dumb that car manufacturers have gone to plastic speedo gears, and yes, you do have to open the trans up to replace it.
To answer your question, hard to say without knowing what a 'rebuild' entails. Is the tech going to just remove the trans, disassemble, and replace the speedo gear? that WOULD qualify as being rebuilt.
Remanufactured will probably have more new internals, but not ALL new. Things like synchros will get re-used if wear is within acceptable limits.
Also compare what kind of a warranty you will get. Most likely it will be better than the dealer rebuilt (90 feet or 90 seconds, whichever comes first?)
