The seats should get noticeably warm if you are sitting in them. But if you just turn on the passenger seat with no-one in it, you really won't notice it getting hotter if you touch it with your hand.
I find the setting of 2 to be nice and toasty, and 3 can get pretty hot. On a 30-40 degree F day, it takes the seat about 3 minutes to get to full temp at a setting of 3. Remember though, you might not notice it during the day. A car sitting in the sun can easily be 70 degrees inside even on a 20 degree day, and the seat heaters work on seat temperature. When you select a setting on the controller, it heats up the seat until it reaches a temperature relative to the setting - 1 is cooler, 3 is hotter. If the seat is already warm, it won't heat it up higher than the setting.
If you turn the seat on, and after about 3 minutes you don't notice it getting warmer at all, assume the heater isn't working. The most common problem is a broken heater coil wire in the seat. It can be fixed in about a half hour by resoldering the wire. See Quasi's site for instructions.
And as Aero says, the light bulb is entirely different than the control, assuming the fuse is OK.
