I've seen a problem with an EDU acting very strangely if the voltage is very low at startup. There is a little processor in the EDU, and I think if it isn't reset properly at startup, it hangs. Sometimes it clears itself, sometimes not.
Since the EDU was replaced and that didn't help, I would look at the wiring. Make sure the connector to the EDU has clean contacts - pull it off and spray it with some contact cleaner, and plug and unplug it from the EDU a few times. Make sure the power and ground connections are good - follow the ground wire off the EDU connector (usually black)and clean up the connection where it meets the chassis.
Doing this is a pain, because access to the EDU isn't easy - you've got to remove the top of the dashboard, and lever out the instrument panel.
