9000 Carlsson 2.3t - Suspension gone soft

Hi,
Recently I have noticed that the suspension on my Carlsson (5 door) has gone soft. When I put my weight on the bonnet there is quite a bit of give but when I bought the car you could not budge it. The suspension does not bounce when I drive over a bump or when you try and bounce the front. The car used to feel like it was on rails but now it is like driving a rocket powered jam sponge.
My mechanic has recommended changing the rear shocks first, then the front if the rears do not cure the problem. He said that he did not think it was the springs as the ride height of the car looked normal and if the springs were the problem the car would ride much lower. I thought the springs would be more likely to be the problem as I would have expected the suspension to bounce if the shocks were gone. I would also have thought the front shocks would be the best ones to replace as they take most of the weight. Can you get reconditioned shocks ? What are these "inserts" I have been told about.
I am based in the UK and the car is a 91 model 9000 Carlsson 5-door 2.3t (old style)
Any help/ideas appreciated.
Paul Liddy
