I've made both of the upgrades that you're discussing to my '92 9000 Turbo. The bypass valve is near the turbo compressor inlet. There will be a hose (about 1" in diameter) coming out of the aluminum intake pipe that goes down to the turbocharger, this hose goes into the bypass valve. It can be difficult to install without removing other components but I managed to get it done in about 15 minutes, removing nothing other than the air intake hoses so that I could reach below the bypass valve and plug in the vacuum line.
As for the ECU, I recommend that you make sure your engine is ready for it. I am still fixing my car from the damage that the ECU incurred. I blew a grommet that one of the pressure lines went into, popped 3 or 4 pressure lines / vacuum hoses, shredded all my motor mounts, and blew my head gasket. The car is capable of holding the power that the SD ECU provides, but you had better check to make sure all of the above things are in great condition. You may also consider re-gapping your spark plugs to .039" when you install the ECU.
Also, something SD fails to mention is that a fuel computer upgrade is required to attain the full 21 PSI that the ECU upgrade enables you to achieve. Otherwise, you get fuel cut-off at 14 PSI.
If you have checked all the above things and are quite sure that your engine is ready for the ECU, I highly recommend the upgrade. I was racing a Mustang GT before the head gasket blew. He floored it about halfway down an onramp (I was behind him), and we were going 65 mph when we merged. He immediately went for the fast lane, and I was next to him before he got there. I got going 125 mph in the next mile before braking, and could not even see him in my mirror. Yes, he had it floored the whole time, because after about 10-15 seconds he came speeding up and got right on my tail again. That's when I noticed the steam, so I exited and checked out my engine compartment. The turbo and exhaust header were glowing red-hot.
