The actuator rod setting determines the car's basic boost setting. i.e. the amount of boost (determined mechanically) that the turbo will go to before the ECU takes over to increase it further. If the basic boost is too low, spool-up can be slow, or if too high, Trionic will see boost rising too fast and back off in anticipation of impending overboost.
I wouldn't advocate twiddling the rod without measuring the effect. Then, I'm an engineer and I like to measure things...
Have a look at the link below. Anything to do with "basic charging pressure" is relevant. you really need to get yourself a boost pressure gauge for this. A cheap one will do (I have a dash-mounting gauge, but I don't dash-mount it and I disconnect it when I've finished fiddling). You need to be able to see numbers. If you can't get one calibrated in bar, 1 bar is approximately 14.7PSI.
I reset the basic boost on my '96 Aero after a dealer had buggered about with the car to install a new turbo, then some other monkeys replaced my engine (a whole different story, told a number of times now on the 9000 board). I found it to be well below spec., and setting it to spec. made an incredible difference to spool-up and general quickness.
