Honing the cylinders is done after a block has been rebored, or when you have the head off the car and want to freshen things up a bit. What you are trying to achieve is a nice 'cross hatching' finish, you do NOT want the cylinders mirror smooth. Pistons also have a 'wavy' type of finish.
This might seem counter intuitive to have a 'rough' surface on sliding metal components, but what you're trying to do is give a place for the oil to suspend during the piston travel. If the piston or cylinder wall is perfectly smooth, it wipes away all the oil! Same concept applies to brake hydraulics as well.
Go to a good auto parts or tool store, they will usually have a selection of hones, probably under the brand name Quik Hone. Select the right size for your bore, grab a little light oil (there is such a thing as honing oil, I usually use just a light mineral oil like 3 In 1 or similar).
The hones are powered by a hand drill. Remember, don't get too carried away! You can always take it off but it's kinda hard to put back on.
One other thing, if you can not see at least SOME cross hatching and some areas of the cylinder wall are worn shiny smooth.....you're screwed. You can have someone check the cylinders for roundness and taper, but chances are that engine is gonna need to be rebored.
