The seat controllers aren't pots (potentiometers). The knob is a four position rotary switch. There is a temperature sensor in the seat. The controller compares the temperature of the seat sensor, and if it's colder than the setting on the rotary switch, it closes a relay, supplying 12 volts to the seat heater. Once the seat temperature is hotter than the sensor, the relay opens. The 0 setting is off, and each of the other settings (1,2,3) correspond to higher seat temperatures.
Inside the controller is a little circuit board with an amplifier chip, some resistors and capacitors, and a relay. You can open the case. Check out Quasi's site, specifically, http://quasimotors.gar.net/seat_heater_bulbs.htm
That will get the case open. Yes, he has a different system than mine, but it works, so I don't knock it.
Once the case is open, clean the switch contacts. If the switch works at 3, it'll work at 1 and 2 if the contacts are cleaned. It's worked for me in the past.
If it still won't work and you don't feel like delving into the electronics, hit a junkyard. All the seat controllers from the 9000 and 900 are the same, so you don't need to find one ffrom the exact same year or model.
