The light pictogram (as it's called) works by comparing the current through the bulb on the left against the bulb on the right. If the balance is off, the light comes on. This usually happens more on the taillights but headlights aren't unheard of.
This usually occurs when two different brands of bulbs are installed. Since it sounds like you haven't changed bulbs, my guess is that you have a bad connection in there. It might be a bulb on the way out, but that's not usually how they fail. More likely there is a little oxidation on either the connector or the bulb contact, and that creates a little added resistance for that bulb. It doesn't happen on the high beams because the high beam circuit doesn't have that bit of oxidation.
Reseat the connectors on the back of the headlights. Plug them in and out a couple/three times. That helps clean the contact surfaces. See if that helps.
