Like many cars, the heater core in the 9000 is hot all the time, and the heat control is by a flap that mixes cold and hot air. There are a couple of possiblities - one is that the cabin temperature sensor is bad, or that the arm to the flap has broken.
The cabin temp sensor is the little 'bullseye' to the right of the steering wheel on the instrument panel. Inside is a little fan that pulls in cabin air over a temperature sensor. If the fan goops up, the ACC will have a hard time setting the temperature.
Do a simple test - set the temp to LO - does it blow cold? Set it to HI - does it blow hot? If you can at least make it blow hot and cold, but it doesn't regulate right, the sensor may need cleaning. Blow it clean with some compressed air.
The other possiblity is that the arm to the heater flap has broken. See my post at

for info on checking the flap. Since you didn't specify whatyear car you have, there are some minor differences. In the early years there were two covers - just remove the right hand on (facing forward). In later years it was one big cover.
