I assume the piece must have broken off by hitting the firewall as you jacked the engine up, as I think it is only attachted to the engine.
Anyway, what it does is slow the throttle as it closes to prevent the engine from stalling if you lift off the gas pedal quickly. Of course this will only hapen when you are not in gear. It shouldn't really function as the throttle stop (which is the thing adjusted with a screw driver) so your idle SHOULD be unaffected. Anyway, it's not hugely critical, so trying JB Weld shouldn't hurt. A used piece should be very cheap, so it might not hurt to get one anyway. Remember to adjust the unit so it closes the throttle as specified in Haynes.
