Major steering problem--scary!

Last Saturday, my 91 9kT (145k) suddenly had its steering do a 90% lockup -- while in motion. Fought the wheel, heard a sound like a Lego being crunched, was able to drive home slowly. Next time I started the car, there was no sign of the problem. All was normal during the following four days.
So this Thursday, it happened again, only this time it won't go away and is such that the steering wheel can be turned only my main force -- most of the time. Sometimes it's not so hard, but it never frees up to the old state. Also commencing on Thursday, when the wheel is turned there is a squeaking/rubbing noise in the dash!
So I opened the kick panel below the dashboard, and could find no apparent source. The tie bolt that holds the assembly together was a bit loose, and I did the best I could to tighten it, but with no change.
Help, please! What's going on here? How serious and how expensive?
I am about at my wits' end, as this has now made me very distrustful of the car, and I depend on being able to move between various locations as I make my living.
