First, you probably don't have a bad turbo unit. Your '96 CSE should be similar to my '91 9KT, a 200hp 2.3L with a Garrett turbo. If so, you likely have the smaller-veined, faster-spooling unit that allows these cars to build boost quickly with little turbo lag.
My '91 ran great, but toward the upper RPM range the turbo boost would attenuate noticeably. I don't recall exactly where the needle would fall to at, say, 6k RPM--but it was noticeable. My '95 Aero, equipped with a larger Mitsubishi turbo, falls off little by comparison, if at all, but has a bit more lag.
If you are experiencing periodic incidents of base boost levels at full throttle--i.e., boost needle somewhere around the middle of the range--then you probably have a bad BPC solenoid, which have been known to work sporadically like you describe. It is located on the firewall with three vacuum and one electrical connections. You might try removing it and spraying some penetrant/lubricant (like Liquid Wrench with Teflon, but not WD-40, which isn't a lubricant) in each vacuum port. Sling out the excess and replace the solenoid. I've had this trick fix one unit permanently and another only temporarily. The success rate for others on this forum is only moderate, but it may be worth the effort over forking over $215 (retail) for a new one at your friendly neighborhood Saab dealer. One person reported here that he dissected one, finding some disintigrated parts, and on those no lubricant will fix them.
You can probably find a working used solenoid for $40-50 from Goldwing or English-Swedish Parts (see Nines magazine ads). Try TSN vendors first, if any offer used parts.
