If the valve is missing or inoperable, then charcoal filtered air is going direct to your intake manifold, bypassing the throttle plate and Air Mass Meter, so your mix is very lean all the time, especially at low revs.
All that said, if you aren't having any problems, it could be plugged, or stuck in the closed position. You need more info from your mechanic.
The valve allows built up fumes in the gas tank to be filtered and shot periodically into the intake air stream.
