A lot depends on how large your hands are. Removing components in that area is a big deal, so you want to avoid that at all costs. I've done the repair a few times, and I've been able to do it without removing anything.
The kit consists of a new arm piece that slips over the old, broken arm. As Anders points out, it needs some of the old arm to be there to work. The trick is usually to find a way to hold the shaft from moving when you push the repair piece over the stub of the old arm. That's where a nice choice of long nose pliers (hemostats work great!) comes in real handy.
Once you get the kit, it'll be pretty obvious how it goes on. Saab sells very little cheap, and since the repair kit is inexpensive, don't expect a lot of hardware. But it does work.
If the arm is busted right at the shaft, the kit won't work. In that case, I've glued the old arm back on with epoxy. This is tricky because there isn't a lot of space to work, and you don't want the epoxy to get on things it shouldn't. I've had mixed results with gluing - it has lasted anywhere from a few weeks to a year. I recommend it only as a last resort, but it has worked well for some folks.
