A battery makes current through a chemical reaction, and chemical reactions slow down with lower temperatures. I don't know the exact numbers, but the current available (which is related to the voltage) can drop by over half in cold temps. When the engine is cold, the oil is thicker, and it takes more energy to turn the engine over. So yes, it makes perfect sense that the car will crank slower in the cold.
As to that voltage you see on the EDU, that's the voltage on the battery at startup. It's much lower than when running, because when the engine is running the voltage you see is the output of the alternator - usually over 13 volts.
The startup voltage is an indicator of battery health, but there are few absolutes. It varies from car to car. Basically, note what the starting voltages are for YOUR car, and if they start to drop, that's an indication of a problem in the battery or battery cabling. But each car is different. I have one 9000 that shows voltages in the mid 8 volt range with a new battery, and works just fine that way for years. I have another that when the voltage drops below 9.0 volts, it won't start on the next try. So get to know your car.
