I could see it going that high at a Saab dealer, although that's a rip. If you got the parts yourself through a third party, cost would be slightly more than $100 for the tensioner and around $35 for the belt. I definitely would also replace both idler pulleys at around $50 for both. Figure at least double that at a dealer, and maybe 50% more for an independent. Figure an hour and a half labor, tops, and you're looking at $250 to $350 at an inie, or around $500 at a dealer.
I would not replace the harmonic balancer unless it's obviously in trouble, although it definitely should be checked. Have them make some reference marks so it will be easy to check in the future (see link to pic, below). I also would not do the seal unless it is obviously leaking.
