Every car sold in the US before 1981 has a non-standards-compliant VIN of varying lengths.
This in no way prevents Motor Vehicle agencies, insurors, or even CARFAX from using them to identify a vehicle and its associated records.
The only thing they may not be able to do is decode things like trim level or engine/transmission, body style, etc.
As I mentioned earlier, the main problem with CARFAXing a 99 is simply the age of the vehicle, and how much information is actually available for it. But if the information is out there, and available, it can be found.
