75 99 Floods when cold

My 75 99 has a problem in which it floods after being started when cold. The car starts fine but when placed under load at least one or two cyl stops firing due to what I think is flooding. I pull the plugs and they are wet. I purchased a pressure guage to test the injection system and the pressure regulator seems to be working fine. The cold pressure is .5 bar and after about 10 min on a 30 deg day it the pressure had gone up to 2 and was still rising. After the engine was started and warm the pressure went on up to 3.5. The line pressure is 4.5. I also have replaced the coil with a bosch blue coil and the points are in good shape with the dwell at 50. Any ideas would be great. Thanks
