Two other things can happen besides the cable being stuck - the pivot where the handle goes through the firewall consists of a rod turning inside a metal tube; if rust gets in there then the handle won't move. To fix that, remove the nut on the engine bay side and try to "drive" the pivot pin out of the sleeve. Also the latch mechanism itself in the radiator tie bar can get rusty and seize. In that case, hopefully the technique that Charles described will work, but you may have to apply quite a bit of force. Good luck, and let us know what you find when you get it open! A '69 is a rare piece. There is one on for sale in the Netherlands (I think) - listed in the Hemmings online ads. A nice looking car, but sit down before you look at the asking price!
