Fuel Pump Fuse Woes

Hello!
I have a 1977 99gl that I’m trying to revive. The fuel pump fuse is blowing intermittently, particularly when the key is being switched off. I have never managed to get the fuel pump running, so I am beginning to think the pump may be frozen.
Some key information - I have rehabbed the fuse panel so all the connections are as clean as when new and there are none of the “loose rivet” problems to worry about. The fuel pump relay is brand new, and I have installed a NOS ignition switch.
Do you think the pump itself might be to blame, or how can I check if I’m chasing a bad ground or a break in the wiring?
