Timing OK? My second 99 had a very loose chain which caued it to have no power on the highway, but it ran OK at lower speeds.
The manual also lists a few faults that could be caused from the EGR system, which would cause slow acceleration problems. I'm guessing you kept all that stuff on the engine. I can scan and post the pages if you need them, or I might even have them on-line already. Yes I do!...linked below are 5 pages of info.:)
Another test to run is for proper fuel flow. You measure the quantity of return fuel flowing during a 3 second test period. Faults can be caused by a faulty fuel pump, low voltage supply to the pump, or a blocked fuel filter or fuel lines. If the car has been sitting for two years, don't discount gummed up fuel lines. I assume you pulled the drain plug on the tank and got all that old gas out.
The book lists fuel pump capacity to be 45.7 cu in/30 seconds or 750 cubic centimeters/30 seconds. I guess you would need 4.5 cubic inches or 75 cubic centimeters if you did a three second test. Any less than those values and you might have a fuel starved engine at highway speeds.
It's been 20 years since I had my 77EMS, so fault tracing that system is not easy for me.
