DMV and Emissions - Oh Boy!!

Took the manual, the vehicle with the proper stickers and a little bit (just of little bit) of common sense with me to get my car accepted for emissions by the state of North Carolina emission
Wise decision? No
Again, I'm confronted with another individual and they're new 2004 inspection book that says my car should have certain emissions items. However, the required items have been reduced. His book did highlight a footnote which stated I don't require a CC for my year (But he still wasn't sure). So he called Bubba (the guru) who wasn't in the office. On top of this, although the car may not require a CC, an Unleaded fuel restrictor is still required as a safety item (not an emissions device).
Haven't heard from the inspector yet, so I assume Bubba didn't get back to him.
Can I move to another state? Will any of your states out there adopt a lonely old Saab lover, who's just trying to get his car on the road safely?
Finally, I'll make it easy for North Carolina. I've already taken the restrictor off of my parts car (1980) which I'll place on the 1979. Mr. Inspector told me I'll have two years to go thru this, then I'm exempt.
