Pump should run if you jump the relay, whether the engine is going or not. Part of same procedure used to check fuel injector spray pattern. I'm mostly just a backyard mech. - what does your newly acquired injector tester do? Check line pressure?
Incidentally, in the EMS I once had, the fuel pump ran with only the ignition on, without the motor running. My current 99 used to be the same way, but reverted to what I guess it's supposed to do (activated only in concert with the starter/engine) at some point before I replaced the pump last year. Gremlins in these electrical systems...worn contacts inside the ignition switch could also play into it.
