I dont' know what the law is in arkansas, but as a shop owner, he is able to request a title for the car. He can also sometimes just sign a piece of paper you'd have to get from the DMV signalling an abandonment at a shop and constituting a bill of sale to you. What usually happens (at least the three times I've had to go this route...idaho, california, Utah) is the DMV then sends a letter to the person the car was last titled to. That individual will have around 30 days to respond...opting to sign off on the car, ignore the request or start a fight with the shop to get the car back...Usually they can't find the individual or there isn't any reply. At that point, the car would be titled in your name. It is the shop requesting the title I think, but with the bill of sale, it is "instantly" transferred.

I guess the main thing here is that there is a way. Call the DMV there and get the paperwork. Good luck.
