79 99 CIS problem

My '79 99 is having trouble - it is rough starting (smaller problem) and sputters all the time! (big problem!)
When you are cruising down the road and give the car more than 1/4 throttle, it sputters, sometimes violently. this problem is worse with the headlights, fan, or anything on. If at idle, i can turn all that stuff on and the car will stall. The voltage to the fuel pump is fine when it is running with this stuff on.
I have done alot of work on the car to fix this problem. I have replaced the battery and plugs. Also, i have taken an assortment of used parts off of donor cars that did not have this same problem: fuel accumulator, check valve, enrichment valve next to coil, coil, plug wires, fuel filter, fuel distributor, warm up regulator, all 4 injectors, and the ignition control module. It still runs the same. The fuel pump volume is fine at the filter, but very questionable out the hole to the return line on the distributor. The control pressure seemed okay (it wasnt correct but it wasn't that bad) but i cannot remember the exact reading.
My next 2 ideas include compression check (which i should have done when i pulled the plugs the other 2 times), and upgrading to EFI.
Please help! this car is hardly driveable.
