Use a BRASS drift to turn the mount clockwise. Be sure you place it in a position that will not bend the flange and you are hitting sideways. against the tabs.
I had this problem on a '78 99 and when I went to tighten the clamp on the short piece of hose that attaches the pump to the flange, the clamp was already as tight as it would go. I took it off, and wrapped several turns of teflon tape around the hose, then reinstalled the clamp. There was plenty of space left to tighten it.
